Just learned this the hard way after a recent purchase of wheels with hubs and rubber. The rims were spray painted. I thought it may have been cosmetc.
To my utter disgust, when I went to install my rubbers, I found out that the part of the rim where the tire beads was rusted through and, would never hold air.
If at all possible, I would recommend making sure rims have not been painted. If they are not and are "rusty" looking, you may want to pop the rubber off before purchasing.
Any other tips would be greatly appreciated :-)
